The Connecticut Department of Economic and Community Development (DECD) and Connecticut Center for Advanced Technology (CCAT) proudly celebrates the 10th anniversary of the state-sponsored Manufacturing Voucher Program (MVP), a flagship initiative that has fueled innovation, accelerated growth, and has energized Connecticut’s manufacturing ecosystem.
Funded by the Manufacturing Innovation Fund (MIF) at DECD and administered by CCAT, the MVP delivers high-impact support to manufacturers across the state. By enabling investments in advanced technologies and equipment, the program generates measurable improvements in productivity, innovation, and global competitiveness.
Since its inaugural year in 2015, the MVP has empowered 740 small and mid-sized manufacturers across the state to embrace cutting-edge technology solutions, beginning with its very first applicant, Phoenix Manufacturing Inc. Through strategic investments totaling $43 million in grant funding, the program has catalyzed $141 million in private investment, driving a total project value of $184 million—a remarkable leverage ratio of 3.3 to 1.
“The MVP is more than financial support; it is a launchpad for transformation. Since its inception, it has served as a catalyst for manufacturers to invest in new products and technologies,” said Paul Striebel, Senior Grants Manager at CCAT. “By helping manufacturers invest in innovation, we’re building a more resilient, competitive, and future-ready Connecticut.”
